HOA Dues

Assessment Due Date

As a homeowner, you are obligated to pay a quarterly assessment fee which represents your share of the common expenses of the Cascades Community Association. Accounts overdue for more than ten (10) days will accrue a late fee of $10.00. The fee for the first full month following your settlement should have been collected in advance. In addition, a one-time special $75.00 assessment was collected during your closing. This special assessment was not an advance payment of monthly assessments. It is intended to provide initial capitalization for the Association.

Methods of Payment

Assessments may be deducted from your bank account automatically each month using an Automated Clearing House (ACH) transaction. The automated bank draft method of payment is desirable as it saves the Association time and money processing monthly assessments. Of course, it also saves the homeowner the time required to complete a paper transaction through the US mail and it avoids late or missed payments. Contact the community management company for instructions, rules, and regulations regarding automatic bank draft payments or download the direct debit form.

If you are not using an automated bank draft to pay your assessment, then coupons and mailing labels are mailed to you each year in December or as soon as possible following your settlement. You are responsible for paying monthly dues until the Association is notified of new ownership of your home. Please make a check for each fee payment payable to the Cascades Community Association and mail it to the Association's lock box depository using the coupons and window envelopes provided. Please do not hesitate to call our management staff at (703) 406-0820 concerning any problem related to the payment of your community association fee.

L&N Responsibilities & Contact Information

L&N is responsible for financial administration for the Association and for the administration and maintenance of the common areas of the community. The homeowner assessment fee noted above is used to pay for common services (including, but not limited to, maintenance of the grounds, legal counsel, annual audit, the Association's master insurance policy, repairs to common areas, repair and replacement reserves for common and cluster facilities, snow removal, and garbage collection).

The Association has an on-site office located at the Lowes Island Community Center, 47620 Saulty Drive. The office is open 8:00 a.m. to 5:00 p.m., Monday through Friday. Evening hours on certain days are available by appointment. Extended office hours are available during the month of May for pool registration. Please check the monthly calendar. All questions or concerns related to the management of the Association can be handled by the site staff.

If you have an emergency after business hours, please call 703-600-600. Please remember that emergencies would be confined to common area problems, not problems with your home, which are the owner's responsibility.


Snow Removal

Cascades Community Association (CCA) provides the snow plowing for all streets and parking areas that have been deeded to the Association and that are off-bond through Loudoun County. This service is provided by The Brickman Group, Ltd., which includes townhouse parking areas, sixteen (16) CCA owned and maintained streets (i.e., those with single-family detached homes), the Community Center parking lots and sidewalks, and the trails used by children to walk to and from school.

Snow and ice clearing/control shall commence after the accumulation of two (2) inches. The contractor will use a coarse sand in a mix with small pebbles to apply to the driving surfaces as needed.

Garbage Collection & Recycling Policies

Trash service is provided twice a week, on Mondays and Thursdays. Recyclable items such as newspaper, cardboard, paperboard, aluminum cans, glass bottles and jars (clear, brown, or green) and all plastic containers, will be collected every Thursday throughout the year. Yard waste removal will occur each Monday from April 1 through December. During these months, the yard debris must be separated from the household trash. The yard debris should be placed in biodegradable paper bags, which can be purchased at most discount or home improvement stores. During the months of January and February any yard debris can be disposed of with the household trash. CSI and American Disposal recycle plastics - #1 through #7. The Contractor will not collect rocks, concrete, dirt, sod, tree stumps, paint, motor oil, construction trash, combustibles, or toxic materials.

Single family units will be serviced by Con-Serv Industries, Inc. (CSI). They can be reached at 703-444-3181 for missed pick ups or to arrange for a special pick up. Townhouse units will be serviced by American Disposal. They can be reached at 703-368-0500 for missed pick ups or to arrange for a special pick up. CSI and American Disposal will collect all plastic containers.

All trash must be properly secured in tied plastic bags or cans, and placed at the curb by 6:00 a.m. the day of collection, and not before dusk the evening prior to the day of collection. Please bundle the recyclables and secure them in the recycling bin to prevent them from being blown around the community by the wind.

There will be trash service on all holidays with the exception of those holidays observed by the closing of the local landfill, (i.e., Thanksgiving Day, Christmas Day, and New Year's Day). Following such holidays, trash and recyclables will be collected the next scheduled day, not the day following the holiday. In other words, if one of the above mentioned holidays falls on a Monday or Thursday, there will be no trash collection that day.

In the event of adverse weather conditions, trash collection may be suspended for the day. The trash will then be collected the next regularly scheduled day, not the following calendar day.

If you have large items to dispose of, the Contractor will collect all furniture, non-CFC appliances (everything except refrigerators and freezers), and other large, non-metal household items. American Disposal will charge a fee for kitchen and some household appliances, CSI Trash Service is at no additional charge. Please contact the appropriate contractor at least three days in advance to schedule for collection of these items.

Neighborhood Watch

There are three neighborhood watch groups currently operating in Cascades. The first is in the Potomac Lakes Section 3 to include Arbor Court, Esterbrook Circle, Eskridge Court and Saffron Court.  This group is lead by a watch captain whose e-mail contact can be found below. The second is in Potomac Lakes Section 7 that includes the townhomes located on the NorthWest corner of the intersection of Algonkian Parkway and Cascades Parkway. This area includes the streets: Brentmeade Terrace, Lynnhaven Square, Burnley Square, Broadspear Terrace and Marguritte Square. Both groups are supported by Deputy J.D. Spurlock, Jr. from the Loudoun County Sheriff's Department.  Anyone  wishing to start a neighborhood watch program should contact  the Sheriff's Department directly to obtain all the information. Potomac Terrace Sections 1 & 2 that includes the townhomes located on the SouthWest corner of the intersection of Palisades Parkway and Potomac View Road . This area includes the streets: Martingale Square , Oak Springs Square , Promontory Square , River Meadows Terrace, Riverwood Terrace, and Stanmoor Terrace.

Cascades Safety Center

This site is one of the most complex construction projects undertaken within the wireless industry.  Construction involves three phases.  The first phase involved construction of the tower itself and the base building that will house each of the carrier's electronic equipment.  The second phase involves the carrier build out of their interior space, installation of their electronics, transmission lines and antennas.  The third phase will involve the installation of the panel on the tower to cover the tower.  The base building is scheduled for completion the 2 nd week of October. Phase I and II will over lap, with the carrier installation beginning the first week October.  The third phase will take place in Mid-November when the panels arrive.
